Even badder IMO there is no need to reopen if the electricity issue that caused the accident in the first place isn't resolved first. Nothing was said about this.
I wouldn't be surprised if the regulatory agencies ask for better fail-safes or even an on-site emergency generator (if this is even possible as I don't know the power needed).
Btw... In some countries (like France) you can have a "technical layoff" which means that due to an incident the employee are still employed but are not paid during the incident resolution.
Does this apply in China?
