It is a combination of both (that is not all SPP that are offered at a discount ar efully subscribed).... but in this case I stand by my comment that it is incompetence... I think I already stated in another thread the discount would be 10 - 15%, but certainly do not agree with it unless all shareholders got the offer. Secondly, are all shaares offered under the raising escrowed?
Lets see what happens to the share price on open and see whether the vote of confidence is there!
