OK let's look at what the Board have let us know:

• Applications lodged in February 2018 (obviously deficient in some way or they would have already been approved by now)
• Department repeatedly chased up Blue for further information to progress the applications multiple times in the 5 1/2 years since they were submitted "Blue proactively responded to the many Departmental information requests since PCA lodgement and throughout the assessment process of the PCA’s"
• Zero work has been done on the permits since the PCA applications were lodged, meaning that the company could have met the application requirements by doing further work in the interim 5 1/2 years.
• Blue have a very poor compliance record with the department, having the Maryborough and Cooper Basin permits cancelled without disclosure. (sample references: https://www.daf.qld.gov.au/__data/assets/pdf_file/0017/1440503/18-136.pdf, https://www.daf.qld.gov.au/__data/assets/pdf_file/0008/1546028/19-091a.pdf) You can see with these FOI documents that the department has to continually chase up Blue for their deficient applications.

One upside to all of this is that the department has helped Blue to focus on their good acreage (Sapphire) by cancelling the permits that Blue put limited if any effort into.
