"Neither hole was completed to total depth due to, the drill rods becoming stuck in first hole (GAG001) while drilling the 9th meter and the drillers struggled to get them out. The team decided to move to drill the second hole (GAG002) while they developed a solution to recover the drill rods from the first hole. During drilling the second hole, the hydraulic pump on the drill rig failed completely at the 12th meter down the hole."

This is why they drilled in your words "two half holes" which is actually two holes!!
