You have several things wrong..
First of all the transmission line you are talking about is not a transmission line! It is a 33KV Sub Trans line and it doesn't matter where it sits on the Sub Trans network.
Second mistake is it will not be a spinning reserve standby....You do not run diesel generators offload as it :
A) costs a whole lot of money just running and burning diesel for no return!!
B) Running diesel engines without load costs a lot more in maintenance with greater maintenance periods as they end up coking (building up carbon deposits where the fuel has not been burnt off fully because of the lack of load.
C) The modern auto start "Standby Generators" are kept "Warm Sate" Where the engine cooling water is circulating with the machine idle at working temperature or just below.
These machines upon detection of power failure will auto start and be onload within 33 seconds or if in a partial Power loss be synchronized and onload within a minute.
For your info, I have worked on a lot of small, medium and very large Yanmar diesels.
