    I'm not getting bogged down the key terms are contradictory to who actually has exclusitivity and why mention this in the key terms at all.

    the conclusion I come up with is the MOUs don't actually mean much and they can go ahead and sign MOus with anyone ignoring exclusitivity rights and it doesn't become exclusive until a GSA is sogned
