he has previously stated the terms have been agreed and it is currently with lawyers advising on any loopholes that could result in the deals being broken. he said both parties were happy with the agreements headline numbers. so the stand-off theory is not correct unless SM is a liar. my understanding would be based on his verbal timeline the advisory body would be close to ticking all boxes and it's just awaiting the rubber stamp.
