    I am going by what Scott said a few yrs ago vs their partner not long ago about the Gov's share. It is a huge difference. So that would possibly explain an extended PPSA signoff. I have yet to hear any thing reasible noted as a good basis for I PPSA sign off for 3+ yrs as of yet. And, as I noted, 60% was shocking. Scott has never hinted at such a number ever. 20% yes. 60% no.
