This is simply a game, he is a charlatan and a liar and is downramping.
He is a sad individual who cannot find alpha elsewhere e.g a real short seller who researches real fraud companies, and only makes money by attempting to manipulate. The best thing to do is continue to report him. Then its more work for him to reenter with new account info.
