I do not believe there are games being played here. Looks to me that the co. is doing what ever they can to make sure they get through the hurdles.

If you look at the effective date "17 September 2019" you will see this has started 4 weeks ago already. I co. obviously needs funds to keep operating there for I suspect that this would be the consideration for making this play. Another note may include: getting to the effective date would have taken time there for talks would have started weeks earlier.

Even if they had the funds from the HMRC it is good to have as much capital as you can at this juncture.

All things aside this is a positive no matter how small so the co. can continue existing.
