It is not easy "pa" to develop a project(s) in the best of times... even if it was already run before (brownfield projects) and you should know that as a former chief spruiker of eg SEI ...to name just one example...
Tasmania /OZ is not a go-getter like WA or China for that matter...
I am exclusively investing L/T in OZ' project developers and it is not a business for faint-hearted as it takes usually a several years of hardship for shareholders before eg the mine developer or an advanced explorer becomes an overnight sensation... going up in SP anywhere from 10 to 40 x (eg IGO, NST, DEG to name just a few success stories I've a experienced) ...and the malcontents will still be there complaining about something ... usually that they did not buy enough when share were cheap! IMHO/ DYOR
