The question is WHY would Tesoro give away an extra 10% of the project ?? Surely this needs to be announced? From the presentation we have to assume that this is the case BUT can anyone put some sense behind this decision, when en they were in a position to acquire a further 10% with ease under the old agreement.

I wonder when the presentation was completed and there may not be an update on the JV prior to the conference on the 18th so they could not update the presentation?
