GENERAL: TLS: ACCC declaration of Wholesale DSL

Dear Sir or Madam

ACCC declaration of Wholesale DSL

Telstra refers to the decision yesterday by the Australian Competition and
Consumer Commission (ACCC) to declare and set an interim access determination
for Wholesale ADSL.

Telstra is disappointed by the ACCC's decision to declare Wholesale DSL.
Telstra does not believe that market conditions justify increased regulation
of Telstra's copper network at this time and is assessing the financial
implications of this decision. Telstra does not expect the impact of this
decision in fiscal 2012 to be material.

The company continues to work towards acceptance of the Structural Separation
Undertaking by the ACCC, which is the critical remaining condition precedent
to Telstra's Definitive Agreements with NBN Co and the Commonwealth on the
National Broadband Network.
