Applying your logic of must not benefit particular person, it also must not direct development of particular infrastructure. So how in your logic can funding be provided to Kidston pumped hydro (particular infrastructure). Highlighting provided below
Investment Mandate must not direct, or have the effect of directing, the Facility to provide financial assistance:
(a)for the development of particular infrastructure; or
(b)in relation to a particular person
