    e.g sounds like TEY has no Merit

    All it means is TEY is that the grant requires applicant to more advanced with their projects than TEY is.

    Maybe 6 mths down the track TEY would have been able to meet that criteria - but more important is they have a viable project/ resource.

    And Port Augusta is looking very viable!
