    What a flakey agreement that is. No obligation to purchase, either party can terminate if 50% of the quarterly quota is not reached for 2 consecutive quarters. Sounds like they are acknowledging that it is unlikely that anyone will buy their product. They will need to back out of the agreement at a moments notice. Very cautious and with good reason...
