Finance should remain a free market, ideally there should be no regulation. Buying or selling a stock is a voluntary transaction for both parties. If entities want to play games or arbitrage or what not as a way to make money, then they have every right to. If the method is irrational/ vague then in the end reality will be the final arbiter and that entity will go broke by their own action. Regulators are useless and shouldn't exist in the first place. They do more harm then whatever 'good' they claim to do.
