A strategy may be to buy GIR's and go with the flow, you then have any upside potential from an increased offer while at the same time removing the risk to AGO SP if another offer eventuates which would make GIR more expensive and therefore dilute AGO in comparison to the current offer.
However, you are exposed to the risk that GIR holders will not accept to become Atlas, which is becoming less likely with every trade that takes place, most if not all are to AGO friendly holders.
