Canterbury, this is chicken and egg stuff, GLE need to know who might be committed to purchase their product before they can commit to building, there is an advantage to both sides, the intending buyer will get a secure and probably cheaper product, and GLE will know what sort of market they have before committing to build.
Has to happen this way!
