It's good to hear of some players getting together. Binding or not I'd rather see deals between Gle and various end users rather than have Centrus, Urenco or Orano take them up.
At some point the Doe may call for the much anticipated "request for proposals" from potential consortium members regarding Haleu. Although that hasn't happened yet, I would bet that informal proposals are being tossed around the parties now so as to establish what may be acceptable when the Doe gets the go ahead from congress.
I'm of the opinion that the Doe will be expecting some material assistance from the end users in addition to the support they propose to kick-start Haleu production.
As such these non binding agreements are significant i think.
