"PLEF project provides GLE with the opportunity to become a key global-scale supplier in the first three steps:
1.Uranium producer;
2.Conversion supplier; and
3.Enrichment supplier.

Because if the Natural Uranium enriched from the tails at Paducah is already UF6, why the hell would you need Conversion?
If they were to just sell the natural UF6? then it certainly would't pay to deconvert it at that point, it wouldn't make any sense to do that? in fact it would devalue it as you allude to?

What it does tell us tell us is that something else is in play? has to be IMHO. Is it for making HALEU? where they want to add in more mined Uranium (In that case they would also need de conversion)? or is it to supply feedstock for the enrichment of RepU at Wilmington? or is it for both?

The strange thing I saw in that flow diagram that Rossart posted was that the re enriched RepU was not de converted, but the waste depleted Uranium was?
Which makes me think they can just burn it as is, in the MOX fuel? or was it an oversight in the flow diagram?

My thinking, is telling me that this PLEF at Paducah may be for both HALEU production and also for feedstock for a RepU re enrichment plant!
