Yes, licencing will take a while, although i recall from the Wilmington licencing process that, if you have the confidence, certain time consuming contruction activities are allowed while the licencing is being processed.
So site work, utilities and up to foundations i think.
The rest, of a chemical plant, if its skid mounted modular type stuff is manufactured off site and can go up surprisingly quick.
Don't get the impression I have any idea about enrichment plants, but the environmental side of the application is new, but the silex laser process side has had a licence granted before.
