As for the haleu grant, the article again suggested to me that Gle were always more interested in the $100mill part of the current haleu scheme rather than the $500mill. It occured to me that the $500mill will be very likely take the form of offtake agreements, where the beneficiary would produce haleu, hand it over for the Doe to on sell allowing the sale proceeds to go back into a revolving fund. Not a flat out grant, but a purchase contract, maybe paid in advance. That remaining $100mill on the other hand may be straight up support to help with things like early facility licensing, compliance and such. To me that would be a far more practial way to get Gle up and producing earlier.
