I think a bit of steam has probably come out of the announcement based on the quite high number of awardees. It seems the DOE was trying to cast the net quite wide - knowing that no money will physically flow to anyone who can't actually deliver the goods.
one thing I have been thinking about is how this program and the HALEU program actually function over the next 10 years particularly once our facilities are up and running. If the only enrichment sites are the centrifuge guys and GLE. and we have the cost advantages that we think we will, doesn't that render the DOE program a little impotent - why wouldn't utilities just come straight to GLE?
Also, the DOE provides the contract for x amount of LEU, it is now the enrichment co that is on the hook to source the U, traditionally in the US this has been the utilities responsibility. If supply is tight (as every U miner investor screams) then where will the enriches get the source supply from? And will it be in Cameco's best interest to supply other enrichment companies, or just hold for GLE??
