If he does that US Nuclear plants will have no enriched uranium to run in the next 2 years when he goes to the mid-term election. The public and business won't be happy when the lights start going out. Terrible timing for an election. There may even be riots at the Capitol.
Also he won't want to dependent on Russia or China. That will make him look weak. Can't have that now can we.
