As someone who has picked up more than my share of government grants, I can tell you that very often they can be hospital passes.
They are usually written up by bureaucrats who have no concept of what the real world is like, so all of their fine print and conditions often make them too onerous to be worth pursuing. There are of course plenty that go the other way and are basically money for jam.
Although a little disappointing, it is encouraging to see that our management aren't simply blindly chasing taxpayer bucks because they can.
