Don't believe that for a second.
2 million isn't much money for CAT, it's about ensuring that they get first dibs on constructing the HX and hopefully more DST based technologies. Due dilligence, yes, they'll understand the HX better than us.
If CAT has more knowledge than the average investor provided by FBR then it's strategic, keep CAT with insider info and they can't buy on market instead of via placement. CAT can't secretly build a stake for a takeover or such.
