im pretty sure MEI would be thinking very hard about a merger at the moment. They'd be looking at how piss weak the VMM registry has been in the past month (it's quite obvious the recent placements went to loose hands and not instos as many had proclaimed) and the share price ratio of about 7:1 (1.16: 0.17) is as good as it's going to get for them. Throw in a 50% premium and i reckon they could get to 50% acceptance with a 10:1 offer if they wanted to.
