These are broker trade reports, they merely represent the transactions placed by each broker (aka market participant). Institutional clients such as hedge funds, portfolio managers, asset managers, you name it, they all place their orders through one or more of these brokers.
Just because you're seeing UBS or any broker for that matter on that list, doesn't mean it's "UBS" dumping all that stock.
