They haven't announced the cr doesn't mean there is no willing investor. The reason of raising the cr from 150m to 400m is there are enough interests out there to make this happen. It's just the conditions / prices need to be agreed. If there is no such interest, why would they announce the 400m? It'll only make themselves and the investment bank silly, isn't it?
