    If a nominee company is accumulating (and manipulating) shares for a potential substantial holder a substantial holder notice will only be generated if the holding gets to or above 5% of shares on issue, in HRZ case SOI about 2.14 billion so 5% is about 107 million shares.There could be several doing the same. Mr K's top 40 list may help show these up.
