If NCA goes tits up forget anything done with CFDA. They have to start from scratch. Find a cnca manufacturer who will deal with them. Negotiate product prices and the amount they will have to pay to get a brand slot. Then the new manufacturer has to start the process again from scratch
But considering the application hasn’t been made by NCA they are not that far behind where they are now anyway.
