Yup that's what they do, I had been involved in lots of study project for tier 1 miners. They do Optioneering, in PES phase we do multiples options with cost and carry couple of options to DES phase from PES and finalise one option in DES and then go to detailed engineering for that option for construction. CHN timeline it is not that bad either, you just can't press the button today and mine tomorrow. PES 1 year/DES 1year, detailed design 9 months-1 year and construction 18 months if you add all these you will be close to 2029 anyway so not sure why people jumping up and down saying 2029 ??? currently I am doing study for one mine (PES) and they are looking to mine in 2030 !!!! so it's absolutely normal!
