It's probably better for Gina and AF to sit quietly and idly by with a minority holding and wait for any development applications and approvals to be made by the current ownership structure.
It would give the appearance of them not having a heavy handed influence on the outcome even though they might be in the background lobbying the State government.
Better for their press credentials as it still looks like an underdog attempting to make the grade and compete with the big boys at the moment.
Once the boxes are ticked they can start making some serious bids.
