Why send your own troops with definite casualty projections if you can soften up the opponent by sending in spec-ops to train and advise the resistance/partisans!?
Talon's money attrition means we don't get diluted in a cap raising. We sweet talk-em, advise them, show them the geology. Then when we're rolling in the money we have the possibility of taking them over if it made sense, else let them be.
