Ann: GOULAMINA EXPLOITATION PERMIT APPLICATION UPDATE, page-39

The Board have very strict guidelines for reporting to the ASX. Then have to wait for the piece of paper/email before they can announce to the market that they have got the permit. To be honest I was surprised to see the Ann this morning, but as another poster said we would probably have got a 'please explain notice from the ASX if they had not. It's only through the dedication of the other posters here on hotcopper that the news was found on the Malian web site, nothing to do with the company at all. But the Board did have to respond to give all shareholders the most up to date information regarding the permit. They can't say that we have got the Permit (asx rules) but using the right words lets us run between the lines and judging by the markets reaction, message received and understood.
