    The way i read it, stage one was signed off weeks ago (read "recent weeks" in today's announcement). Sounds like the minister has had it for a few weeks and got stamp of approval early yesterday morning as per the Mali Gov website. I expect announcement stating approval once paperwork is received by management in the coming day/s.
