This wording does NOT at all suggest that no response has been received (and perhaps even some back and forth as LLL/Ganfeng supply some documentation, information, on what DSO is all about, etc). The wording here is just about the final result, seems standard.

Despite what everyone here feels and believes, Goulamina is not the only mine in Mali. Do people expect the Gov just to drop all other business and deal only with the business of a mine that is not even half-way built yet? People are not thinking logically here.
