From what I read in last week's announcement, it appears non-dilutive finance options are likely available, as it is a project of strategic importance.
Ignore the misgivings I expressed previously. I hadn't read the Announcement properly and I was having a bad day. My sentiment had come back around by the next day.
Then of course the news yesterday/today reinforced it.
