This is net positive for the government. Even if PLS had cash to burn, PLS would have gone out to get a loan to build, as that is tax effective.
Business Interest cost are set off from profits before tax.
Secondly, even though the funding is slated for P680 this funds allows PLS to take a step beyond and immediately accelerate to P1000 and/or other opportunities.
Accelerating P1000 a year closer is worth more to Gov revenue than the interest cost for the RBA reserve
