WE reported online last week about the 15-year tax holiday given by the Senegal government to Mineral Deposits) to cover its huge mineral sands project in that country. Well, our operative in Dakar reminds us that this cannot get a Rudd-like retrospective makeover. The Senegalese constitution stipulates that, once the president signs off on a tax deal, it cannot be changed unless to the advantage of the business concerned. He further notes that this rule will also apply if and when Bassari Resources gets its gold operation up and running in southeastern Senegal. Pure Speculation drew attention to this company just a few months ago.
