i'm not sure how they can review our paperwork and think that their project won't be completely stranded. Nothing against PEC, but our paperwork clearly states the aggregate impact to the entire area is above the threshold for kwongon heath when considered along side existing commercial and agricutlure activity in the area. That is with DVT, a reduced mining envelope + moving the plant into the mining envelope..... the threshold is addressed through DVT and active managment but it essentially means for every additional activity in the region it gets harder and harder to meet the requirements as the margin for disturbance gets smaller and smaller.

the EPA has effectively turned first mover advantage and into administrative monopolies. So once someome lodges paperwork in a given area the rest may as well just pack up and go home. Unless of course they are just looking for SP pumps off nearology.
