I've re-read that now 12 month old document and it really does feel like it was a politicizing of the project for a hung parliament.
There's so many references in there to if MIIF support. You'd expect MIIF is probably the king maker / peace maker between the company and politicians.
The SP reaction certainly suggests there's a pathway through...perhaps with some minor concessions by the company.
