This is a delay on a delay considering they didn't get it done in summer when the weather is best.

ANY construction job can easily run over time due to hiccups and delays. Ever try building a house? I have built several and all have had delays. The best laid plans don't always run to a prescribed time line. I factor in delays in my expectations, then if things run to schedule I get a pleasant surprise. So far this is on track for me.
