I wonder if the parties have both moved on or if it's sitting in the background waiting for Archer to finish the prototype. Archer would be in a far better negotiating position with a working prototype that just needs some fine tuning for a particular disease/virus range. The pharma may want something more tangible before it's ready to invest too. Archer also had a change of strategy after developing the first prototype, being to leverage the biochip work, miniaturise it and develop a lab on a chip.
