My understanding of the article is that they want to convert hydrogen (gas) to metallic hydrogen (possibly a solid) by using an immense amount of pressure. Then later convert it back to its normal state (gas) in a rocket.
Graphite was only used as an example in the article by saying it can be turned into diamond with pressure and will remain a diamond after the pressure is switched off.
My understanding of the article is that they want to convert...
