It really doesn't say that. Not sure how it possible reads that way tbh.
If it had said f "AVL has successfully applied to join the Green Energy Major Projects group through the long-established WA Gov Lead Agency Framework" as you suggest it would be completely incorrect. The green energy major projects group is a government unit. It does not include proponents. It facilitates streamlined approvals (or its supposed to - yet to see evidence of its success yet) by helping proponents navigate the system, facilitate introductions etc.
The group is certainly not newly established. It has been around for a couple of years already and AVL is certainly not the first proponent to be granted state significant status and be offered this service.
I think the announcement is pretty clear and accurate tbh
