Unlikely to be storing blasting agents unnecessarily, if not having permission and a plan to blast.
And if they're contractors, maybe not even storing much on site. Just bring it in to use it?
So blast, mine, ramp up the 2nd plant. Grade control drilling is sufficient now then?
