Why does the article say its a producer when there is still no...

Why does the article say its a producer when there is still no workforce that we know of mining or even running the dry plant? Also where does this target of 8mtpa in 5 years keep coming from?? All the market release said is that the MOU allowed for up to 8mtpa which is a very different thing. Not once has the company said it aims to produce 8mtpa within 5 years or outlined a plan to do so. Someone correct me if im wrong but these articles always sound like theyre written by a sleazy salesman
