Maybe because the oil price is up they might be hold off pumping more barrels to get a better price or holding reserves back until they get Varn Oil Field drilled and pumping oil out from that project. A lot of other companies are doing the same thing they are not pupping more oil per month to keep the oil price between $90 to $100 a barrel and also they don't want to dry up their reserves just in-case oil goes to $200 which makes sense .

I'd rather see them pump as much as possible now to fund the cost of Varn. With Varn expenses paid this would de-risk the company.
